"When the Queens Family Court moved to a new building in Jamaica in 2003, the future of its former home at 89-14 Parsons Boulevard was uncertain. Would the ornate 1928 structure become a school, a precinct house, an office building?
Today, the future has arrived: In a development spearheaded by the New York City Economic Development Corporation, led by Deputy Mayor Robert C. Lieber and realized by The Dermot Company, the Italian-Renaissance-style facade has been gracefully married to a 12-story glass residential tower. The first tenants are scheduled to move in early next year. The structure, called MODA, comprises nearly 350 units of affordable and market-rate rental housing, new shops and 500 parking spots.

A lottery for the low-and middle-income apartments -- 64% of the units -- has just been announced; leasing of the market-rate units will start in January 2010. GJDC is helping to attract retailers to the 55,000 square feet of retail space on the ground and mezzanine levels.

According to The Dermot Company's Vice President of Development Drew Spitler, "We felt that this area, with its excellent transportation and new rezoning plan, was ready for an attractive residential development."
HOW TO APPLY
Qualified Applicants will be required to meet income guidelines and additional selection criteria. To request an application, mail a POSTCARD to: QFC Owners, LLC., P.O. Box 670129 Station C, Flushing, NY 11367.
Completed applications must be returned by regular mail only (no priority, certified, registered, express or overnight mail will be accepted) to a post office box number, or its equivalent, that will be listed with the application, and must be postmarked by November 23rd, 2009.
Applications postmarked after November 23, 2009 will be set aside for possible future consideration. Applications will be selected by lottery; applicants who submit more than one application will be disqualified. Disqualified applications will not be accepted. A general preference will be given to New York City residents. Current and eligible residents of Queens Community Board 12 will receive preference for 50% of the units. Eligible households that include persons with mobility impairments will receive preference for 5% of the units; eligible persons that include persons with visual and/or hearing impairments will receive preference for 2% of the units; and eligible City of New York Municipal Employees will receive a preference for 5% of the units.
